This is a fairly common issue when booting EVE for the first time and there are plenty of solutions on the WEB. But there are none for the issue I ran in to;
As you can see the discover packet comes in on the client hardware address but as I am using VMware Workstation Pro the source MAC is different. DHCP snooping sees this as a violation and blocks the OFFER. As soon as I remove snooping for the vLan EVE receives the OFFER. Obviously this poses a separate issue but moving EVE in to its own vLan should be a reasonable solution.
*** The other common reason for this ***
— Run the VMWare Virtual Network Editor as administrator
— Highlight VMNet0 and click on “Automatic Settings”
— You will see a list of adapters. De-select all but the physical network card.
